AWMP Public Hearing this Wednesday Thank you to all Dam Watchdogs that submitted public comments by Tuesday March 16, 2021 or gave public comment during the special public meeting Thursday March 18, 2021 on the draft Agricultural Water Management Plan (AWMP). SYRCL, as a member of Foothills Water Network, submitted comments to the NID Board that outlined some fundamental concerns and highlighted missing elements in the AWMP. You can read the Network's comments and other public comments in the NID Staff Report here, starting page 85. This Wednesday, the NID Board will consider whether to formally adopt the AWMP before submitting it to the California Department of Water Resources by May 1, 2021. While SYRCL is grateful that NID gave additional opportunity for public engagement and review of the Plan, SYRCL is still concerned that the Plan is fundamentally flawed due to its incorporation of the original Water Planning Projections and seemingly inflated demand. SYRCL understands that NID is facing a state legal deadline, and therefore will ask the NID Board to do the following in public comment on Wednesday:
- First, please do not approve the AWMP as currently drafted.
- Second, formally respond to the Foothills Water Network's comments before April 1, 2021. At a minimum, this means amending the Plan to add additional explanation for methodology and a table that includes annual precipitation for the water years used in the AWMP.
- Third, schedule a Special Board meeting before April 1, 2021 to adopt the amended Plan.
- Finally, we request the NID Board, through a resolution or other formal action, revisit NID’s methodology for drafting and producing water management plans in the context of improving overall District planning for a sustainable water future before The Plan for Water process begins in Fall 2021.
As a reminder, the AWMP is an important tool to help NID improve efficiencies and provide information and a record to the public on the District's stewardship of our precious water resources. Additionally, the AWMP and Urban Water Management Plan will inform the update to the Raw Water Master Plan, also known as The Plan for Water, later this year. These Plans will guide NID in determining if our community needs additional water storage. It's essential these Plans include thorough and accurate data and modeling so that the community can understand our present and future water needs. Want to take action? Join us this Wednesday. |
